A New Rulebook Won't Lower Heating Oil Bills

For thousands of households across Newbury and West Berkshire, heating oil isn't an alternative to mains gas. It's the only option.

That's why the Government's latest announcement on heating oil regulation matters. After years of concerns about how the market operates, ministers have finally accepted recommendations to introduce stronger regulation and consumer protections.

That is welcome.

But rural residents will be asking a simple question: will this reduce my heating bill?

The answer, unfortunately, is no.

While the Government has announced plans to regulate the heating oil market, it has not committed to a price cap. It has not announced a VAT cut. It has not even provided a timetable for when the new protections will be introduced.

For families in villages across West Berkshire, that's a serious problem.

Earlier this year, many households relying on heating oil saw prices surge dramatically. Unlike customers using mains gas and electricity, people who heat their homes with oil have no equivalent protection against sudden price spikes.

The Government has now recognised that the market needs greater oversight. That's progress, and long overdue.

But recognising a problem is not the same as solving it.

A stronger regulator may improve fairness and transparency, but it will not stop a family opening a bill this winter and finding that the cost of keeping their home warm has spiralled beyond what they can afford.

That's why I support calls for a heating oil price cap, giving off-grid households the same protection enjoyed by customers on mains gas and electricity.

We should also be looking at practical support, including a temporary VAT cut on domestic heating oil and investment in energy efficiency measures that reduce household reliance on expensive fuel in the first place.

For too long, rural communities like ours have been treated as an afterthought when national energy policy is developed.

Residents in Newbury and West Berkshire deserve a fair deal, and that means more than promises of future regulation. It means action that makes a real difference to household bills.
