New Water Fines are Welcome, But Effective Enforcement Must Follow

The Government’s plans to introduce faster fines for water companies is a welcome step. In Newbury and West Berkshire, our waterways have been systematically poisoned by sewage pollution while residents have borne the brunt through ever-rising bills and sewage in the streets.
But these reforms will only make a difference if the fines are rigorously enforced.
We’ve been here many times before. Clear environmental vandalism met with regulators that are missing in action. Despite thousands of hours of sewage discharges into our treasured chalk streams, the Environment Agency has not completed a single prosecution in five years. At the same time, a Lib Dem Freedom of Information Request revealed that Ofwat failed to force water companies to pay a single fine for sewage discharge cases since 2021.
This model is fundamentally broken and despite assurances that they would do so, in the past two years the Government has failed to crack down on company executives receiving multi-million pound bonuses for failing our waterways.
With no serious consequences for one of the worst environmental crises in the UK, I am glad Defra is finally stepping up and strengthening the Environment Agency’s powers but remain sceptical that these changes will make the difference for households and habitats across West Berkshire.
However, after years of calling for ambitious change locally and in Westminster, I will keep the pressure on in the hope that this forms part of a much more radical overhaul of the industry for public benefit.
